A significant part of Sweden’s GDP is handled by the public sector. Extensive corporate conversion activity in recent years, along with other developments, has meant the public sector has begun to resemble the private sector.

The result is that, in certain respects, county administrative boards and municipalities can be the equivalent of parent companies in large groups. An increasing number of mandates are now subject to tender requirements. And public and private enterprises are starting to resemble each other, both in terms of the conditions and the regulatory framework they operate under.
